About 180,000 black men, including many former slaves, enlisted in Union forces during the Civil War. Engraving from Harper’s Pictorial History of the Civil War Part Second shows quarters for what were called U.S. Colored Troops. Courtesy Senator John Heinz History Center.

The Gazette, on the other hand, predicted quick benefits from Lincoln’s action:

The result of this order is to give immediate freedom to all slaves who have come, or who may hereafter come, into the lines of our army, or who may, now or hereafter, come under the control of the government of the United States. This is virtually an invitation to all slaves in the Rebel States to come within our lines and be immediately free. That thousands and tens of thousands will avail themselves of this grand invitation there can be no doubt. Heaven be praised! There is to be no more man hunting—and no returning of men to bondage!

Thousands of black men, including many former slaves who had fled Confederate-controlled areas, joined the United States Colored Troops. By the war’s end, black units totaling almost 180,000 soldiers made up about 10 percent of the Union army.
